In the case of a Stevens Favorite, the barrel comes off quite easily.

Larry Potterfield ( I think that's his name) from MidwayUSA has a video on YouTube showing you how to convert a rifle from rim fire to center fire. After moving the firing pin, you would want to rechamber the rifle to 25 WCF.

As to the original post, I saw where someone came out with a kit for reloading .22 rimfire.  http://22lrreloader.com/design-details/  I suppose if you could find/make the brass for the .25 you could use the the stuff they offer to put the primer in them.
