That said it is a small and very good vertical mill and 12,600 RPM would be very desirable for small drill bits & cutters.  I'd first look into finding bearings that are designed to run at 12,600 RPM.

BTW, I am planning on a very similar mod to my Fray doubling the number of speeds, but I'm going for a lower, low speed for some of my larger tooling.
